The Electricité du Liban Corporation explained, in response to what is being circulated in the media and social media about the issue of chemicals, that the Corporation had previously contracted with Combilift Company, pursuant to Board of Directors Resolution No. 19-3/2021 dated 2/16/2021, with the aim of transporting expired chemicals and disposing of them. It indicated in a statement that the Foundation was unable to transport these materials abroad due to the lack of approval from the Ministry of Environment at the time. The Corporation pointed out that it again contracted with Tecmo Company to dispose of the chemical materials in accordance with Board of Directors Resolution No. 444-24/2024 dated 9/4/2024, and it did not deliver any of the materials to the company until it obtained the necessary approvals and permissions in accordance with the applicable laws and regulations. In this context, Sodium Metallicate, Rodine & Hydrogale and Positive Resin to the Zahle landfill, after Tecmo obtained the approval of the Ministry of Environment, in addition to the written approval of the mayor of Zahle - Al-Muallaqa, who later changed his position. The Trisodium Phosphate material was also transported to Marj Bisri, after Tecmo obtained the approval of the Ministry of Environment, following the company’s submission of an official letter addressed to the Ministry of Environment containing the mechanism for transporting the materials to Marj Bisri and requesting approval for it. The Trisodium Phosphate material was also packaged in the Zouk factory under the supervision of the State Security Service, in preparation for its transportation to Marj Bisri. Immediately upon receiving a letter from the Intelligence Directorate of the Lebanese Army, dated 5/26/2026, attached to a letter from the Ministry of Agriculture No. 4725/3, dated 4/14/2026, which included in its summary not to dispose of the remaining quantity currently in Marj Bisri, the Electricité du Liban sent two letters to Tecmo Company, the first No. 3786, dated 6/25/2026, and the second No. 3987, dated 6/7/2026, whereby I requested not to dispose of the remaining quantity of Trisodium Phosphate except after obtaining the approval of the Intelligence Directorate on the measures that the company intends to take regarding this substance, with the necessity of adhering to the standards approved by the Ministry of Environment and the Ministry of Agriculture simultaneously. It is noteworthy that the Electricité du Liban has informed all concerned authorities in advance, and before starting any action related to these materials, of all the steps and procedures to be taken, including the Ministry of Environment, the Ministry of Interior and other competent authorities, in accordance with applicable principles, laws and regulations. Note that the Electricité du Liban is in constant communication with the contractor, Tecmo, and the Ministries of Environment and Agriculture to find a solution for these materials currently stored in the Zahle and Marj Bisri landfills.”
